    GRADING/HILLSIDE GRADING 

    Type of permit(s) applications: Building Permit 
    Type of review: Plans are submitted for plan review.
    Length of review: Four (4) week minimum, initial plan review only.
    Submittal Requirements: Two (2) copies of (civil) engineered drawings required.
    Special Considerations: Hillside Grading shall comply with PMC Chapter 14.05.  Design Review may be required.

    HVAC - Heating/Ventilation/Air Conditioning: Adding or Changing 

    Type of permit(s) applications: Mechanical Permit 
    Type of review: May be done Over-the-Counter.  Otherwise, plans are to be submitted for plan review.
    Length of review: Same day if done Over-the-Counter.  If submitted, the initial plan review may take two (2) to four (4) weeks minimum.
    Submittal Requirements: Two (2) copies of drawings showing location of equipment.
    Special Considerations: If property is located in a Landmark District, changes visible from public right-of-way require Historic Preservation over-the-counter review.  Design Review may be required.

    MECHANICAL PERMIT 

    Type of permit(s) applications: Mechanical Permit 
    Type of review: May be done Over-the-Counter.  Otherwise, plans are to be submitted for plan review.
    Length of review: Same day if done Over-the-Counter.  If submitted, the initial plan review may take two (2) to four (4) weeks minimum.
    Submittal Requirements: Two (2) copies of mechanical drawings are required.
    Special Considerations: If property is located in a Landmark District, changes visible from public right-of-way require Historic Preservation over-the-counter review.  Design Review may be required.

    PAINTING 

    Type of permit(s) applications: Design Review
    Type of review: Over-the-Counter
    Length of review: Same day, unless subject to special considerations.
    Submittal Requirements: Paint color samples.
    Special Considerations: Design Review may be required for specific areas and types of buildings.
    Fees: See fee schedule.

    PAVING AND LANDSCAPING (Alternative types for residential uses) 

    Type of permit(s) applications: Approval letter from Zoning Administrator followed by Zoning Permit 
    Type of review: For Zoning Administrator Letter:  Plans are submitted to Window #3 for plan review.
    For Zoning Permit:  Over-the-Counter
    Length of review: For Zoning Administrator Letter:  Ten (10) days for letter issuance followed by ten (10) day appeal period.
    For Zoning Permit:  Same day
    Submittal Requirements: Two (2) copies of drawings are required for plan review. Also include sample of alternative paving and description of paving and installation. 
    Special Considerations: Final Zoning Inspection may be required.  Information on protected trees in vicinity of paving must be provided.

  • PAVING (Residential uses) 

    Type of permit(s) applications: Zoning Permit 
    Type of review: Over-the-Counter
    Length of review: Same day, unless subject to special considerations.
    Submittal Requirements: Two (2) copies of drawings.
    Special Considerations: Final Zoning Inspection may be required. Information on protected trees in vicinity of paving must be provided.

    PAVING (Commercial uses, Parking lots) 

    Type of permit(s) applications: Building Permit 
    Type of review: May be done Over-the-Counter.  Otherwise, plans are to be submitted for plan review.
    Length of review: Same day if done Over-the-Counter.  If submitted, the initial plan review may take two (2) to four (4) weeks minimum.
    Submittal Requirements: Two (2) copies of drawings.
    Special Considerations: Design Review or Final Zoning Inspection may be required.  Information on protected trees in vicinity of paving must be provided.

    PLUMBING PERMIT 

    Type of permit(s) applications: Plumbing Permit 
    Type of review: May be done Over-the-Counter.  Otherwise, plans are to be submitted for plan review.
    Length of review: Same day if done Over-the-Counter.  If submitted, the initial plan review may take two (2) to four (4) weeks minimum.
    Submittal Requirements: Two (2) copes of plumbing of drawings are required. 
    Special Considerations:

    POOL/SPA 

    Type of permit(s) applications: Building Permit 
    Type of review: May be done Over-the-Counter.  Otherwise, plans are to be submitted for plan review.
    Length of review: Same day if done Over-the-Counter.  If submitted, the initial plan review may take two (2) to four (4) weeks minimum.
    Submittal Requirements: See Residential Pool and Spa for accurate documentation requirements.  If required to be submitted, then five (5) copies of plans OR three (3) copies + one (1) CD (pdf files).
    Special Considerations: Security fencing must be installed before shooting of gunite. Information on protected trees in vicinity of paving must be provided.

    RELOCATION 

    Type of permit(s) applications: Building Permit 
    Type of review: Plans are submitted for plan review.
    Length of review: Minimum two (2) weeks, initial plan review only.
    Submittal Requirements: Five (5) copies of plans OR three (3) copies + one (1) CD (pdf files).
    Special Considerations: If over 50 years old, or if property is located in a Landmark District, subject to review by the Historic Preservation Commission.  Design Review or a Conditional Use Permit may be required.

    RE-ROOF 

    Type of permit(s) applications: Building Permit 
    Type of review: Over-the-Counter
    Length of review: Same day, unless subject to special considerations.
    Submittal Requirements: Additional documentation if requested by Building & Safety.
    Special Considerations: Min. Class B (Class A in Fire Zone areas) roofing required in Pasadena unless it has a historic building exemption. Changes in roofing material on historic buildings may require review by the Historic Preservation Commission. Design Review may be required.

    RESIDENTIAL BUILDING - ADDITION 

    Type of permit(s) applications: Building Permit 
    Type of review: Plans are submitted for plan review.
    Length of review: Initial plan review may take two (2) to four (4) weeks minimum.
    Submittal Requirements: See Residential Addition & Remodel for accurate documentation requirements. 
    Special Considerations: Conditional Use Permit or Variance  may be required. If over 50 years old, or if property is located in a Landmark District, subject to review by the Historic Preservation Commission. Design Review may be required. If the project is in the Hillside District, Condition or Mitigation Monitoring, or a Final Zoning Inspection, may be required.  Information on protected trees in vicinity of proposed addition must be provided.

    RESIDENTIAL BUILDING - NEW CONSTRUCTION (Single family or Duplex) 

    Type of permit(s) applications: Building Permit, Address 
    Type of review: Plans are submitted for plan review.
    Length of review: Four (4) week minimum, initial plan review only.
    Submittal Requirements: See New Single Family Residence Submittal Requirement checklist for accurate documentation requirements.
    Special Considerations: Design Review, Conditional Use Permit or Variance may be required. Landmark District subject to review by the Historic Preservation Commission.  If the project is in the Hillside District, Condition or Mitigation Monitoring, or a Final Zoning Inspection, may be required.  Information on protected trees in vicinity of proposed construction must be provided.
