State law requires that local jurisdictions strengthen zoning provisions for addressing housing needs for the homeless, including identifying a zone or zones where emergency shelters must be allowed as a permitted use without a conditional use permit, or other discretionary action. Development standards will be prepared to facilitate the development of or conversion to emergency shelters.
