The City’s Second Unit Ordinance, regulates the construction of second units in Single Family residential zones. This ordinance was adopted in 2004. Since then, in various housing forums, the City has received comments on the constraints of the current regulations. The Draft Housing Element contains a program to review the City’s Second Unit standards and evaluate potential changes to the ordinance to address community concerns.
