SR-710 Alternatives Analysis Available
A hard copy of the SR-710 Alternatives Analysis, about 1,500 pages, from METRO and Caltrans, is now available for public review. Copies of the analysis are available at the Central Library, 285 E. Walnut Street, at the Library's Public Service Desk and is available during the Library's normal business hours. An additional copy may be read at the City Clerk's Office at City Hall, Second Floor,Room S228, in the City Manager's Office, 100 N. Garfield Ave.

The following information relates to the Environmental Impact Report/Environmental Impact Study being launched by Metro regarding the SR710 extension.
Below is a link to a letter prepared to reflect the City Council's views on the SR710 alternatives. The letter will be submitted to Metro as directed at the December 10, 2012 Council meeting (video link below).

State Route 710 Study

Metro has announced that it is scheduled to complete the State Route 710 Environmental Study Alternatives Analysis Report prior to the end of 2012 and begin preparation of a draft environmental document in the early part of 2013. Metro is scheduling three open houses during which they will be sharing information about the five Alternatives that will be further analyzed in the draft environmental document.

An Important Announcement Regarding the State Route 710 Environmental Study
On August 29 and August 30, 2012, the State Route 710 Environmental Study team will be meeting with members of the Study's Technical Advisory Committee (TAC) and Stakeholder Outreach Advisory Committee (SOAC). At those meetings, the team will be sharing a performance summary of the twelve alternatives being evaluated in the Alternative Analysis (AA) phase of the Study. The AA phase precedes the preparation of a Draft Environmental Impact Report/Environmental Impact Statement (EIR/EIS), which will begin in Fall 2012. The performance of the alternatives is being evaluated based on the SR 710 Study's Purpose and Need, objectives, preliminary conceptual engineering and initial environmental assessment performed for each alternative.
The SR 710 Study team will explain the methodology by which the alternatives have been assessed and share the performance measures for each alternative. Based on this analysis, Metro staff recommends advancing the following five alternatives for detailed study:
- No Build
- BRT 6 (Bus Rapid Transit) refinements – Los Angeles to Pasadena
- LRT 4 (Light Rail Transit) refinements – East Los Angeles to Pasadena
- F-7 (freeway tunnel) – Connecting north and south termini of existing SR 710
- TSM/TDM (Transportation System Management/Transportation Demand Management)

Background
In June 2010, the Los Angeles County Metropolitan Transportation Authority (Metro), in coordination with the California Department of Transportation (Caltrans), authorized moving forward with an environmental review phase for multimodal solutions for the SR-710 study area. The current SR-710 Study is in an early phase of analysis.
Metro is the lead local agency for the study and Caltrans is the lead state agency. While Pasadena, its residents and businesses will be directly impacted if the study results in a construction project, neither the study nor any future project are under local control by the City of Pasadena.
A primary goal of the study is looking at how to complete the I-710 Freeway “gap” by building an extension through Pasadena that connects the freeway with other transportation corridors—including possible connections to the I-210 Freeway or Highway 134—to help alleviate vehicular congestion and improve mobility in the overall study area bounded by State Route 2 and the Interstate 10, 210 and 605 Freeways.
Metro’s website indicates the project is in a pre-Draft Environmental Impact Report (EIR) stage. Metro is working with technical advisors, the public and other stakeholders to help determine alternative concepts and routes for further study and environmental analysis. Metro’s schedule shows it plans to begin writing the Draft EIR later this year and to have Public Hearings on the document completed by the end of 2013.
