    The Energy Efficiency Partnering Program (EEP) rewards Pasadena businesses for a broad range of permanently installed energy-saving retrofit projects. Rebates are based on annual energy and peak demand savings.


    EEP vs. PEER: WHAT'S THE DIFFERENCE?

    All Pasadena electric commercial customers are eligible for both energy efficiency programs. EEP is the most complex of the two programs; it provides businesses with customized incentives based on kWh saved. Pasadena’s Express Efficiency Program (PEER) on the other hand, provides businesses with a predetermined incentive based on type of equipment and the number of units installed. Here is a list of the key differences:

    • Businesses will typically receive larger rebates from the EEP program, but the PEER program is easier to apply for and rebates are received in less time. 
    • PEER is ideal for smaller projects and EEP should be used for larger more complex projects
    • EEP provides third party engineering review of your project to determine what is a reasonable expectation of your projects energy savings.
    • The PEER program only incentivizes some of the most popular measures.  Almost all energy efficiency projects are eligible for a rebate through the EEP program!

    PROGRAM OVERVIEW

    • The EEP program provides rebates based on the estimated annual kilowatt-hour (kWh) energy savings
    • Depending upon the project type, savings will be determined by comparing the energy and peak demand of your new equipment versus either current CALGreen/Title 24 building code standards (when applicable), or versus energy consumption and peak demand of the old equipment
    • Incentive levels vary by technology and project type, ranging from 5-20¢/kWh for energy savings and/or $100-200 per kW for peak demand reduction. Click here for details on the savings and rebate calculation method (PDF) 
    • Projects employing local vendors may be eligible for bonus incentives
    • IMPORTANT: Projects already begun prior to application approval and pre-inspection are NOT ELIGIBLE. You must have an approved EEP application and pass a pre-inspection BEFORE work begins
    • Rebates are usually paid within 4 to 6 weeks of project completion and verification by PWP and/or an approved third-party.
    • Total rebate amount may not exceed 50% of total project cost, or $100,000 per metered account per fiscal year (July 1 - June 30).

    Double Your LED Rebates! Mar 1–Jun 30, 2016 only

    Biz LED Promo Small BannerStarting March 1, 2016, PWP is doubling its current LED kWh and kW rebate incentives. Plus, for this promotion only, PWP has increased the rebate cap up to 75% of the project cost. 

    Incentives are on a first-come, first-served basis and subject to availability. Only applications received after March 1, 2016 will qualify and must be submitted using the updated application link at the bottom of this page. Projects must be completed by June 30, 2016 with no exceptions.

     

    To qualify, provide the following with a completed application:
    -  Copy of a signed proposal or contract.
    -  Product cut sheets
    -  Warranty (Must be a minimum of 3 years or 5 years to receive the maximum rebate)
    -  UL or ETL rating
    -  Proof of Energy Star or DLC rating

    After receiving these items, PWP will provide the customer with a “Receipt of Application” (RAF) letter along with program rules and guidelines for the customer to sign. Please note that the usual six-month reservation period does not apply to this promotion. Once we receive the signed RAF letter we will have our third party contact you to schedule a pre-inspection.

    Your project may qualify for the 75% incentive! Please note that all projects are different and the actual rebate is subject to the specifics of your material and installation cost. To check what your rebate may be, fill out the lighting installation sheet on the application. Enter in the hours of operation and a sample existing fixture and proposed fixture. Then go to the “Lighting Totals and Rebate” tab to see what your rebate comes out to. It’s that simple!  Here’s an example (based on a material cost of $23 and $8 for labor/fixture):  
    -  Your business operates at least 60 hours per week
    -  Existing lighting is a 2 lamp 4’ fixture with 32watt T8s
    -  Proposed lighting is a 2 lamp 4’ fixture with 17watt LED T8s


    PROGRAM NEWS AND UPDATES

    Please submit all applications to our new central business rebate email address at PWP_CEE@cityofpasadena.net to expedite your request. Funding is available on a limited first come first served basis and is subject to change at the departments’ discretion. Please refer to the program process and rules on the rebate application.
     
    Our energy consumption rebates(kWh), have increased 20% to accommodate the new Title 24 baselines for rebate calculation purposes. Also, we have added a peak demand reduction rebate component to all qualified projects. All rebate amounts are found on the EEP applications “Incentive” tab. We will continue to provide a third party engineering review to determine the final savings and rebates for custom measures. This added value process helps identify realistic energy savings to your bottom line.

    LIGHTING UPDATE

    Title 24 has substantially changed for lighting. To determine if your project is subject to title 24 here are some general guidelines:

    Not Subject to Title 24 
    • If you are changing lamp for lamp and/or replacing ballast
    • If you are changing less than 40 fixtures 
    • If you are changing less than 10% of your total fixtures
    If your projects do not fall in the above categories you may be subject to title 24. Please refer to the “Calculation Methodology” on the EEP application for further information.

    NOTE: To be eligible for our lighting rebate only Energy Star or Design Light Consortium (DSL) rated lamps will qualify.

    1.  DOWNLOAD THE LATEST EEP APPLICATION HERE   
    2. Read all of the EEP program rules and enter in the requested information about your project into the application spreadsheet
    3. Save the EEP Application as an Excel document and send it to PWP_CEE@cityofpasadena.net along with a signed copy of the vendor's project proposal.
    4. Begin work on project ONLY AFTER your EEP application is approved and you pass a pre-inspection by PWP and/or an approved third-party.
